Establishment of the company for the construction of the second track: 2TDK, Družba za razvoj projekta, d.o.o.
 
At today’s regular session, the Government of the Republic of Slovenia adopted a decision on the establishment of the company 2TDK, Družba za razvoj projekta, d.o.o. The company, initially owned by the Republic of Slovenia, will implement, as an internal contractor of the state, all activities necessary for realising the project of the second track on the Divača–Koper railway line and will later take over the management of the investment of the relevant project. The initial capital of the company will amount to EUR 1 million.
 
This January, when discussing the fourth report on the work of the inter-ministerial working group for the preparation of a set of public-private partnership forms for the construction of the new rail link between Divača and Koper, the Government of the Republic of Slovenia instructed the Ministry of Infrastructure and the Ministry of Finance to draft a proposal for an act on the construction of the new rail link between Divača and Koper which would determine all the bases necessary for the construction and management of the new railway connection and the construction and management of additional transfer storage capacities and other logistics-related activities. The discussion also anticipated the establishment of a special project company under the exclusive ownership of the Republic of Slovenia in the following phases relating to the management of the investment in the construction of the second track on the Divača–Koper line and the acquisition of a private investor to realise the project. The award of the concession is envisaged to this company for the construction and management of the new rail link between Divača and Koper and the construction and management of additional transfer storage capacities and other logistics-related activities.
 
Following its establishment, the company will immediately start implementing the activities necessary to acquire EU funds and the preparation of bases for the establishment of a public-private partnership. The company will conduct these activities as an agent of the state.
 
In 2016 and 2017, the company will be recapitalised with a contribution from the Republic of Slovenia in the amount of up to EUR 200 million and contributions by private investors and interested hinterland countries in a total amount exceeding the contribution of the Republic of Slovenia. This activity anticipates the establishment of a public-private partnership model.
 
The powers of the company as the concessionaire for the construction of the second track will be determined in a special act drafted by the Ministry of Infrastructure, which will be forwarded in government procedure shortly.
 
The company, 2TDK d.o.o., will have its head office in Ljubljana.
