National programme for the development of transport until 2030

On 29 September the government adopted the national programme for the development of transport until 2030, in which up to EUR 1bn is to be invested in the traffic system annually. Infrastructure minister Peter Gašperšič said the state would invest between EUR 600 million and EUR 700 million a year, while a further EUR 300 million would be secured by other stakeholders.

The document envisages EUR 9 billion in infrastructure investments for the 2016-2022 period, with the state contributing EUR 5.1 billion. A further EUR 7.9 billion is then to be invested by 2030, with the state's stake remaining the same.

"Positive effects of the national programme are evident in the constant investment in infrastructure, which has positive effects on the economy, economic growth, road safety, and the environment," Gašperšič told the press after the weekly cabinet meeting.


The document based on the 2015 strategy for the development of transport cites several key projects. In rail traffic, the second rail track between the port of Koper and the Divača intersection tops the list, with a connection to Kočevje and the modernization of railway infrastructure on the pan-European network also making it on the list.


In terms of road traffic the programme envisages the completion of the Draženci-Gruškovje motorway, the construction of the second tube of the Karavanke tunnel connecting Slovenia to Austria, and the beginning of the construction of the second development axis in the south and north.


As regard shipping, the development of Slovenia's sole commercial port, the port of Koper, tops the priorities, whereas in air traffic the development of all three international airports is prioritised. Gašperšič moreover highlighted the development of all sustainable forms of traffic in public transport.


The government drafted the strategy last year and it includes 108 measures for all kinds of traffic, including 29 for rail traffic, 37 for road traffic, 22 for public transport, 14 for water traffic, and 6 for air traffic. Other measures include measures in the organisation of traffic and traffic safety.
